The Kremlin's envoy, Kirill Dmitriev, welcomed the European Union's decision not to use blocked Russian assets to finance Ukraine's war effort, considering that "common sense" has prevailed. EU leaders decided on a loan of 90 billion euros, with zero interest, to support Ukraine, without resorting to Russian assets due to the lack of agreement on this option. Hungarian Prime Minister Viktor Orbán agreed not to block this loan but requested that Hungary, Slovakia, and the Czech Republic be excluded from guaranteeing it.

Ukrainian President Volodymyr Zelensky praised this aid as crucial for strengthening Ukraine's resilience. German Chancellor Friedrich Merz emphasized that this agreement is an important message to end the war, highlighting that Putin will not make concessions without understanding that his war will not bring benefits.
