The amount represents the first tranche of the second phase of a broader funding package of 5 billion euros, while the rest will be paid in subsequent tranches in 2026. The funding is conditional on the implementation of economic and structural reforms in Egypt, aimed at strengthening macroeconomic stability, improving public finance management and the business climate, as well as supporting the transition to a greener economy. The President of the European Commission, Ursula von der Leyen, stated that the funds support economic stability, democracy, sustainability, and the rule of law in Egypt. EU-Egypt cooperation also includes objectives to combat illegal migration, despite criticism regarding the human rights situation in Egypt.
