Swiss Foreign Minister Ignazio Cassis has announced that Switzerland will offer immunity to Russian President Vladimir Putin, who is the target of an arrest warrant issued by the International Criminal Court, on condition that he attends a peace conference. The immunity rules were laid down last year, stipulating that immunity only applies in the context of a peace conference, not for private reasons.
