Seven member states of the European Union have proposed a loan for Ukraine, based on the assets of the Central Bank of Russia frozen in the EU, in a letter addressed to the leaders of the European Commission and the European Council.

Estonia, Latvia, Lithuania, Poland, Sweden, Finland, and Ireland consider that this option is the most financially accessible and politically realistic, taking into account the urgent needs of Ukraine. They emphasize Ukraine's right to receive compensation for the damages caused by the Russian invasion. The European Commission recently presented two proposals for financial support for Ukraine, one of which is based on frozen Russian assets, but Belgium opposes this proposal due to the risks of Russian retaliation.
