According to an investigation by Kommersant, Frolov and Colonel Gorodilov coordinated a scheme in which soldiers from the 83rd Air Assault Brigade inflicted injuries on themselves in order to claim compensation from the state. Frolov, presented as a hero, admitted that the injuries were self-inflicted with the help of colleagues. The servicemen thus obtained false medical certificates and compensation, and Frolov now faces charges of fraud, bribery and illegal possession of weapons. His case will be heard by the Lugansk military court.
