Conflict with the foreign platforms has intensified since the invasion of Ukraine, and Russia is seeking to strengthen its digital control by developing a state-backed messaging app. Although the restrictions target calls, the platforms' functionality has not been completely suspended. Telegram said it is working to remove malicious content.
