The recently approved bill by the Russian government grants President Vladimir Putin the right to mobilize reservists not only in times of war but also in peacetime, including for foreign operations. The law applies to citizens registered in the reserve who have signed a contract with the Ministry of Defense, allowing the use of over two million people. It introduces the concept of "special convocations" and provides additional payments to the involved reservists. The amendments come in the context of the invasion of Ukraine, which has not been officially declared as a war.
