Russia again urged foreign diplomats and citizens in Kyiv on Saturday to leave the city, warning that the Russian army would continue retaliatory attacks on the Ukrainian capital and other cities. Russia’s Foreign Ministry said responsibility for any consequences would lie with those who ignored the warning.
According to Moscow, Russian armed forces will continue targeting military facilities in Kyiv and other Ukrainian localities. The warning was “reiterated” to the diplomatic corps amid intensified attacks on the capital in recent weeks.
Russian strikes have particularly targeted Kyiv’s bridges and logistical infrastructure, causing major traffic jams. The city’s mayor, Vitali Klitschko, described the situation as “extremely dramatic” and accused Moscow of devastating the capital through systematic attacks on infrastructure.
Ukrainian authorities fear that Russia could intensify attacks on energy infrastructure during the winter, following the pattern of the 2025 campaign. At the same time, Ukraine regularly attacks refineries, oil depots, commercial vessels and other targets in Russia—actions that have contributed to a fuel crisis this summer.
