Vladimir Putin continues the strategy of Russification of the occupied territories in Ukraine, even during negotiations for a ceasefire. In order to create a "homogeneous" identity, he signed a new "National State Political Strategy," which aims to transform the Ukrainians in Donbas into "true Russians" by 2036. This strategy involves appointing loyalists to leadership positions to promote territorial integration.

The Kremlin aims for 95% of the population of Russia to identify as Russian, including those in the occupied regions. The capture of the city of Pokrovsk is considered an important step in achieving this goal. Those who oppose the occupation regime face severe reprisals, including arrests and torture, and trials for "collaboration" are broadcast live on television as warnings.

Additionally, Russia is implementing economic and administrative measures to control the population, including the requirement to obtain Russian passports for access to essential services. These actions reflect a long-term strategy to strengthen control over the occupied territories and demographic change in favor of Russia.
