Russian President Vladimir Putin issued a decree appointing Andrei Buliga, former deputy minister of defense, as deputy secretary of the Security Council of Russia. Buliga, a lieutenant general in the Russian army, previously held the position of deputy minister responsible for logistical support. Additionally, Putin appointed Colonel General Aleksandr Sancik, former commander of the Southern Military District, as deputy minister of defense, replacing Buliga. These appointments come amid corruption scandals that have led to the arrest of several officials from the Ministry of Defense, including three former deputy ministers. Sergei Shoigu, the former minister of defense, was appointed secretary of the Security Council in May 2024, in the context of criticism regarding the performance of Russian forces in Ukraine.
