The meeting took place as the Rwandan-backed M23 armed group has launched a massive offensive in the mineral-rich east of DR Congo, capturing two major towns. During the meeting, Rwandan President Paul Kagame and DR Congo President Felix Tshisekedi met with the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, reaffirming the commitment of all parties to an immediate and unconditional ceasefire.
