During a meeting with participants at the Plenary Assembly of the Pontifical Academy of Social Sciences, the pope discussed the concept of legitimate power, highlighting that authentic democracy recognizes the dignity of every person. However, he warned that without a moral foundation, democracy can become a tyranny of the majority or a mask for the domination of elites.
