Brussels, November 20, 2025 - Poland warns that any discussion regarding a potential peace plan between the United States and Russia cannot exclude the European Union and Ukraine, at a time when information about a possible "28-point plan" is circulating in the international press. Upon arriving at the Foreign Affairs Council (FAC), Polish Foreign Minister Radosław Sikorski emphasized that Europe is the "main supporter of Ukraine" and that the security of the continent is directly affected by the outcome of this conflict.


Sikorski stated that Poland "welcomes any credible peace effort," but considers it essential for the EU to be consulted in any major diplomatic initiative. He warned that an agreement that would limit Ukraine's ability to defend itself would be unacceptable: "I hope that the victim will not be the one subjected to restrictions, but the aggressor." The minister also confirmed that "no European official is involved in drafting the peace plan," despite information appearing in the media regarding US-Russia negotiations.


In a message with significant security implications, Sikorski announced that Polish authorities are investigating an act of sabotage on Polish territory, which he claims was organized by agents of the Russian state. According to him, explosive devices placed on a high section of a railway line were designed to cause a derailment with potentially lethal consequences: two of the three charges exploded, and if the third had been activated, "we could have had a tragedy of enormous proportions." Sikorski stated that the perpetrators entered Poland from Belarus and retreated to Belarus, emphasizing: "We know what the status of Belarus is." One of the suspects had previously been convicted in Ukraine for sabotage actions on behalf of Russia.


In direct response to this incident, the Polish minister announced the closure of the last Russian Federation consulate in Poland, located in Gdańsk. He specified that Warsaw will also introduce additional restrictions on the freedom of movement of Russian diplomats, in line with measures adopted in other European capitals after similar incidents. "We will not let this go unpunished," Sikorski stated, referring to the sabotage attempt.


In military terms, Poland is intensifying its support for Kiev. Sikorski announced that Warsaw will send "100 million dollars in armaments to Ukraine" by the end of this year, in cooperation with the United States, as part of the bilateral support program mentioned by the minister. The Polish official specified that this is only the contribution managed at the ministry level, leaving it to be understood that other measures will follow.


Minister Radosław Sikorski's statements outline one of the firmest positions expressed by a member state in the context of discussions about future peace scenarios and European security. Warsaw insists that the EU be a direct participant in any major diplomatic initiative and signals the strengthening of internal protection measures against hostile actions attributed to Russia and the regime in Minsk.
