French President Emmanuel Macron announced at an EU summit that Russia's 'phantom fleet' consists of between 600 and 1,000 ships involved in oil trade. France is investigating the oil tanker Boracay, suspected of being part of this fleet, for a possible violation of the law. French authorities have opened an investigation after the crew of the ship could not prove its nationality. Boracay is under EU sanctions and has been detained in Estonia for sailing without a valid flag.
