OpenAI offers Ukraine free access to its AI system to protect civilian infrastructure against cyberattacks

OpenAI will provide the Ukrainian government with the Daybreak artificial intelligence system free of charge to defend civilian infrastructure, including hospitals and power plants, against cyberattacks. The announcement was made during the UN General Assembly in New York, amid escalating cyberattacks against Ukraine.

According to the national CERT-UA team, the country recorded nearly 6,000 cyberattacks in 2025. Daybreak can quickly identify vulnerabilities in digital systems and help remedy them. Under the agreement, Kyiv will also receive access to the advanced GPT 5.6 Sol model.

George Osborne, OpenAI’s official responsible for relations with governments, said that protecting civilian infrastructure means defending it against both physical and digital attacks. Experts cited by the BBC believe the support is useful, but emphasize that Ukraine already benefits from similar tools provided by other Western companies.

Cutting-edge AI technologies can be used both to identify vulnerabilities and to exploit them. In this context, Anthropic recently accused Russian groups of using AI models to develop drone systems and attempt to infiltrate Ukrainian institutions.

Technology companies warn that the time to strengthen defenses against attacks based on artificial intelligence is becoming increasingly limited.
