Trump mocked Medvedev, suggesting that Medvedev should weigh his words, and Medvedev said Trump's reaction proves that Russia is following the right path. The 'Dead Hand' system provides an automatic response to an attack, bypassing hierarchies of command and giving decision-making power to the person at the controls.
