NATO officials have stated that Tokyo plans to join the PURL initiative, a multinational fund administered by the USA, which allows European NATO countries to finance the transfer of weapons and equipment to Ukraine. The Japanese government will allocate funds exclusively for non-lethal equipment, such as radar systems and bulletproof vests, deemed essential for supporting Ukraine.
The PURL initiative was launched in July 2025, aiming to provide weapons manufactured in the USA, financed by European states. So far, 24 countries have joined this initiative, including Albania, and Japan will contribute to supporting Ukraine through this mechanism.
