Brazil, China, Russia and other states have denounced the actions of Donald Trump, including the kidnapping of leader Nicolás Maduro and his wife, Cilia Flores. The Brazilian ambassador emphasized that these acts represent a serious violation of Venezuela's sovereignty. The UN Secretary-General, António Guterres, warned that the kidnapping of Maduro could intensify instability in the region. Russia and China have called for the immediate release of Maduro, describing the intervention as a return to anarchy.

The Venezuelan ambassador characterized the actions of the US as an illegitimate attack, while the American representative argued that the operation was a law enforcement action, not a war. The legality of the US actions has been contested, and the Security Council has failed to reach a common response due to divisions among its members.
