Hurricane Erin has already brought heavy rains to some areas along the Atlantic coast, including the Outer Banks, North Carolina, a barrier island system. Tropical storm conditions will linger there Thursday and begin to reach Virginia, according to the National Hurricane Center (NHC). Farther north, including parts of New England, high wind warnings are in effect.
