Orban said Hungarian officials and lawyers are working on a concept that would allow Hungary to maintain its NATO membership without being obliged to participate in NATO activities outside its territory. Hungary already makes a significant contribution to NATO missions outside its own territory, but Orban is concerned that supporting Ukraine could lead to greater military involvement, possibly even sending troops.
