The Greek Parliament adopted a bill on Thursday banning children under the age of 15 from using social media. The measure will take effect on January 1, 2027, and requires platforms to find ways to verify users’ ages without violating privacy.

Minister of Digital Governance and Artificial Intelligence Dimitris Papastergiou said the regulation is necessary, proportionate and compatible with European Union legislation. He compared social media addiction to addiction to alcohol and tobacco, and cited the effects of uncontrolled internet use on children’s mental health.

Starting in 2027, platforms will have to determine whether their services are intended for adults or minors. Greece also intends to use the “Kids Wallet” app, which allows parents to monitor their children’s online activity. According to the minister, the app only indicates whether the user is over or under 15 and does not transmit their date of birth or other personal data.

Greece is working with the European Commission and six other member states to develop a common age-verification solution. Australia has already adopted a similar measure, while a French law concerning minors’ access to social media was annulled in August by the Constitutional Council.

Context: Greece legislates minors’ access to social networks, following similar measures in Turkey and at European level

Recently, Turkey imposed an age limit of 15 and required providers to verify age, while at EU level the Commission proposed banning children under 13 from accessing social networks and allowing supervised accounts until the age of 15, through a European-developed age verification tool, without storing users’ identities.
