Germany proposes to allocate 35 billion euros for a military space spending program aimed at countering the growing threats from Russia and China. Among the investments is the construction of a encrypted constellation of over 100 satellites, named SATCOM Stage 4, which will be realized in the next four years, inspired by the model of the U.S. Space Development Agency. Michael Traut, the head of the German space command, emphasized the need to improve deterrence posture in space, considering that it has become an operational domain.

Germany will invest in intelligence-gathering satellites, sensors, and systems to disrupt hostile space equipment, such as lasers. It will also prioritize domestic and European suppliers. Traut mentioned that Germany will not deploy destructive weapons in orbit, but will explore non-kinetic options to disrupt adversary satellites, including the use of inspector satellites.
