France and Germany are discussing proposals to offer Ukraine symbolic benefits during the accession process to the European Union, without granting it access to the common budget or voting rights before full membership. The Financial Times reported that Paris and Berlin have rejected the European Commission's proposals for an acceleration of the accession process.


Germany suggests an "associated member" status, which would allow Ukraine to participate in official meetings, but without voting rights or access to EU funds. France proposes an "integrated state status," delaying access to the common agricultural policy and European funding until full membership. The recent electoral defeat of Hungarian Prime Minister Viktor Orbán has sparked hopes for progress, but most EU members fear that rapid accession could affect the political balance of the Union.


Ukrainian Deputy Prime Minister Taras Kachka mentioned that Ukraine is in contact with European leaders, but there are concerns that partial membership could be perceived as a substitute for real membership. President Zelensky emphasized that Ukraine is not interested in limited membership. Discussions regarding Ukraine's accession in 2027 continue, but without a concrete plan established.
