Elina Valtonen, Finland's Foreign Minister, was fined by the Georgian authorities approximately 1,600 euros for "blocking the road," after she supported the protesters at a pro-EU and anti-government rally in Tbilisi.

Valtonen, who was in Georgia as the chair of the OSCE, recorded a video message in which he supported the peaceful protesters expressing their concerns about the repressive direction of the country. His planned meeting with Prime Minister Irakli Kobakhidze was canceled, with the Georgian government mentioning his participation in an "illegal rally." Valtonen later invited Kobakhidze to visit Helsinki to attend a demonstration of his choosing.


Criticism of his actions came from Georgian politicians and the Russian ambassador to the UN, while the former Georgian president condemned the fines as an attack on democratic principles.
