EU foreign affairs chief Kaja Kallas has announced a revised proposal for military aid to Ukraine, limited to €5 billion, to allow the rapid delivery of two million artillery shells. Kallas had originally suggested €40bn in aid, but reduced the amount due to the reluctance of some member states such as France and Italy. The proposal will be discussed at a summit of EU leaders in Brussels and Kallas hopes to get a quick agreement.
