The document issued by the European External Action Service suggests that Israel may be in breach of its human rights obligations under the Association Agreement with the EU. The report, based on international assessments, examines the humanitarian situation in Gaza and the violence in the West Bank, including restrictions on the supply of essential goods. Israeli officials dispute the report as one-sided. The EU has launched a review of the agreement and foreign ministers will discuss the conclusions at a meeting in Brussels.
