The European Commission believes that new members could obtain full voting rights only after a review of how the EU operates, in order to avoid difficulties in decision-making. This proposal was generated by the existing blockages in the enlargement process, especially due to the opposition from Hungary and other states.
Leaders from the candidate countries have reacted variably: Albania and Georgia support the idea, considering it more important to be part of the European community, even without full rights. In contrast, Ukraine and Montenegro oppose this measure, insisting on the necessity of full membership. Moldova has stated that it is open to discussions, but that the ultimate goal remains obtaining equal rights in the EU decision-making process.
