Countries aspiring to join the EU have mixed reactions to the proposal to become members without full voting rights, regarding the rapid integration of Moldova and Ukraine.

The candidate countries for accession to the European Union are limited in terms of Brussels' plans to allow them to become members more quickly, but without full voting rights. The European Commission believes that new members could obtain full voting rights only after a review of how the EU operates, in order to avoid difficulties in decision-making. This proposal was generated by the existing blockages in the enlargement process, especially due to the opposition from Hungary and other states.

Leaders from the candidate countries have reacted variably: Albania and Georgia support the idea, considering it more important to be part of the European community, even without full rights. In contrast, Ukraine and Montenegro oppose this measure, insisting on the necessity of full membership. Moldova has stated that it is open to discussions, but that the ultimate goal remains obtaining equal rights in the EU decision-making process. The Commissioner for Enlargement, Marta Kos, emphasized that it is essential to convince existing member states that the necessary reforms will be implemented.
