China is sending mysterious balloons over Taiwan, seen by the Taiwanese defense ministry as a form of harassment and intimidation in the run-up to the presidential election. Beijing previously used intimidation tactics in 1996, but they backfired, leading Taiwanese to vote against unification with China.
