The Chinese authority for cyberspace has published a regulatory draft for overseeing the online development of 'digital humans', which includes strict measures for the protection of minors. According to the proposed rules, all content featuring virtual persons must be labeled as 'digital human', and platforms will be prohibited from offering 'virtual intimate relationships' services to minors under 18 years old. The draft also prohibits the use of personal data without consent to create digital humans and will ban the use of avatars to circumvent identity verification systems. The regulations set strict limits on the content distributed by these digital humans, prohibiting the dissemination of materials that threaten national security or incite the undermining of state power. Service providers are advised to remove content with sexual undertones and to provide professional assistance to users with suicidal tendencies. These measures are part of a broader effort by China to control the emerging technology industry, ensuring that its development aligns with the socialist values promoted by the state.
