Although the Belarusian Foreign Minister, Maxim Ryzhenkov, was supposed to attend, the ministry stated that, despite fulfilling all formalities, the visas were not issued. This situation raises questions about the real commitment to peace, considering the difficulties faced by Belarus in participating in international discussions.

President Lukashenko, in power since 1994, recently accepted the invitation to join the Council, which aims to normalize relations by releasing political prisoners. Trump described Lukashenko as a "very respected" leader, a characterization contested by the Belarusian opposition. The meeting was initiated by Trump in the context of efforts to end global conflicts, including the war in Gaza.
