An investigation conducted by several publications such as The Guardian, Le Monde, and Der Spiegel has revealed the existence of the "Department 4", a secret structure hosted by the Bauman Moscow State Technical University, which trains students for careers within the GRU, Russia's military intelligence service. In the spring of last year, Russian President Vladimir Putin visited this university, where he discussed Russia's space ambitions.
According to internal documents of the university, obtained during the investigation, the program trains specialists in cyber operations and information warfare. Recruitment for the GRU often begins as early as high school, and service officers actively participate in evaluating candidates.
The courses include hacking techniques, electronic interception, and propaganda, and graduates are assigned to units known for cyber attacks, such as Fancy Bear and Sandworm. The program continues to operate in the context of Russia intensifying its hybrid operations in Europe.
