Antonio Costa leads the efforts to support Ukraine's request for accession to the European Union, despite the opposition of Hungarian Prime Minister Viktor Orbán. With an important summit in Copenhagen, Costa is testing the support of member states to simplify the accession process, proposing that the opening of negotiation groups be done by qualified majority, not by unanimity.
