A group of American senators declared that Secretary of State Marco Rubio told them that the peace proposal for Ukraine is, in fact, a "wish list" of Russia, not an official plan from Washington. At the Halifax International Security Forum, senators from both parties called the 28 points of the proposal a reward for Russian aggression. Senator Jeanne Shaheen emphasized that the plan contains many unacceptable elements, and Republican Senator Mike Rounds mentioned that the Trump administration is not responsible for the current form of the proposal. This would force Ukraine to cede large territories, limit the size of its armed forces, and not join NATO. Senator Angus King compared the plan to the policy of appeasement towards Hitler in 1938. The State Department insisted that the plan was made by the U.S., not by Russia. American President Donald Trump stated that his Ukrainian counterpart, Volodymyr Zelensky, has until Thursday to approve it. Zelenskyy has not completely rejected the plan but has called for fair treatment, promising to cooperate with Washington. Trump added that the proposal is not final.
