In 2024, out of the 143,637 births, 13,018 were to mothers aged between 15 and 19 years, and 601 to mothers under 15 years, according to the National Institute of Statistics. The Save the Children organization emphasized the need to reform the legislation regarding health education, proposing that it become an integral and mandatory part of the school curriculum, starting from preschool education.


The data shows that 23 mothers under 15 years had a second birth, and some teenagers became mothers for the third time. The counties with the highest number of births to minor mothers include Mureș, Brașov, and Dolj. Save the Children believes that the current regulation is inadequate, as sexual education is introduced only in the eighth grade, with parental consent, which limits vulnerable children's access to essential information. The organization proposes legislative changes to ensure age-appropriate sexual education, mentioning that international experiences demonstrate the effectiveness of sexual education in reducing unwanted pregnancies. It also highlights the importance of involving parents and the community in the educational process. Health education is considered a state obligation towards every child, necessary for preventing pregnancies among adolescents.
