Two ministers from USR and one minister from PSD are at the top of the visibility ranking of Government members, in the last week, according to NewsVibe data, an AI platform for real-time media monitoring. The analysis focuses on the online visibility level of Government members, excluding Prime Minister Ilie Bolojan, whose consistently high presence would distort comparisons at the Executive level. The evaluation is based on both the volume of mentions and their impact, complemented by the analysis of the main discussion themes, semantic relationships, and the tone associated with public appearances.

The top members of the Government present in online conversation, during the period of March 18-24, is led by the Minister of Environment, Waters and Forests, Diana Buzoianu (USR), whose visibility level remains high after she declared that Băneasa Forest can be declared a natural park and protected area, following the receipt of the necessary documents. She announced that the order requiring Environmental Guard commissioners to wear bodycams during inspections was launched in a decision-making transparency measure to prevent corruption.

In second place is Radu Miruță (USR), whose visibility level remains high after he announced that Romania is considering sending military and demining experts to the Strait of Hormuz to support international operations. He also reported to the DNA regarding suspicions of corruption concerning contracts worth millions of euros won by Pop Industry, through suspected rigged tenders.

Behind him is Minister Petre-Florin Manole (PSD), whose visibility increased after he declared that he would take measures to reduce expenses by 10% in the ministry, without resorting to layoffs, stating that "I am not the minister of layoffs." He also announced a subsidy of up to 1,250 lei per month for young employees for the first time and supported the reduction of foreign worker quotas. Subsequently, he assured that pensions for April will be paid before Easter, but "one-off" aid may be delayed after AUR contested the budget at the CCR.

The Minister of Culture, András Demeter (UDMR), occupies the last position in the ranking, having a reduced presence in online debates.

In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded over 5,215 mentions, marking a presence in online conversation that is significantly superior to all other Government members combined.

TRENDS IN MINISTERS' VISIBILITY. Diana Buzoianu recorded the same number of mentions in the online space as in the previous week, although her visibility increased and she reached the top of the ranking, while Radu Miruță is on a downward trend, and Petre-Florin Manole is on an upward trend compared to the previous week. However, a clear differentiation in tone is emerging among the three ministers at the top of the ranking in the last week. During the analyzed period, Diana Buzoianu stands out in a predominantly neutral register, with both negative and positive accents, but her public profile is mainly dominated by themes related to the protection of Băneasa Forest and measures to increase transparency and combat corruption in the activity of the Environmental Guard, through the introduction of the obligation for bodycams during inspections. Radu Miruță's visibility is characterized by a predominantly neutral tone, with negative accents, his online presence being mainly fueled by announcements regarding Romania's involvement in international operations in the Strait of Hormuz, including sending military or demining experts, as well as the report made to the DNA regarding contracts worth tens of millions of euros won by Pop Industry through suspected rigged tenders. Petre-Florin Manole has a predominantly positive online presence, built around messages about reducing budgetary expenses by 10% in the ministry without layoffs, the announcement regarding a monthly subsidy of up to 1,250 lei for young employees for the first time, and repeated assurances that pensions for April will be paid before Easter.

PUBLIC TONE BAROMETER. The sentiment analysis from the last week highlights different registers around the names Diana Buzoianu, Radu Miruță and Petre-Florin Manole. Diana Buzoianu positions herself in a predominantly neutral register, with increased visibility generated by messages about Băneasa Forest, from the emphasis on its social role for a Bucharest already among the most polluted cities in Europe, to the promise that the Ministry of Environment will declare the area a protected area and natural park as soon as the procedures are completed.

In contrast, the name of Radu Miruță fits into a neutral tone, with critical shades associated with suspicions of corruption surrounding the contracts worth 66 million euros awarded to Pop Industry through suspected rigged tenders, counterbalanced by the positive perception induced by the act of reporting to the DNA and the discourse centered on checking how public money is spent in the Ministry of Defense. For his part, Petre-Florin Manole is predominantly positively profiled, both through insistence on the message "I am the minister of work, not of layoffs" in the context of reducing expenses by 10% without layoffs, and through announcements regarding financial incentives for young people in their first job and arguments in favor of reducing foreign worker quotas to create more space in the market for Romanian employees.

Regarding the positive visibility context, Alexandru Rogobete (PSD) profiles himself in a clearly favorable register, associated with his position as Minister of Health and messages regarding the management of risky medical situations, such as announcements about three suspected cases of malaria in children returning from Africa and the emphasis on monitoring, rapid diagnosis, and preventive measures. Ciprian Șerban (PSD) also appears in predominantly positive registers, his visibility being linked to the announcement and promotion of major investments in infrastructure, especially the launch of the tender for the express road that will connect Henri Coandă Airport to the A0 Highway, presented as the first express road in Ilfov and an important piece for the capital's connectivity. On the other hand, Alexandru Nazare (PNL) appears rather in a neutral-negative register, related to the fuel crisis. His visibility is associated with meetings at the Government alongside Prime Minister Ilie Bolojan and Bogdan Ivan (PSD), where they discuss solutions to temper the rise in fuel prices, against the backdrop of public pressure generated by exceeding the threshold of 10 lei per liter and the debate regarding state intervention in the market. In this context, his name enters a zone of critical exposure especially in light of the high expectations regarding the results of these negotiations and discussions about fiscal and control measures aimed at limiting the increase in fuel prices.

The NewsVibe platform uses advanced tools based on artificial intelligence to identify and analyze the context, as well as the tone of discussions in the online environment, in relation to relevant subjects and actors for the public space. The present analysis aims to track how members of the Romanian Government are mentioned and reflected in the digital environment, through the volume of mentions, the direction of sentiment, and the themes that generate visibility for each portfolio in the last monitored week.

THE SEMANTIC NETWORK OF GOVERNMENTAL DEBATES. The semantic network analysis highlights how Government members appear and relate within discussions in the online space. Based on aggregated data from the main digital sources in Romania, the NewsVibe platform reconstructs the architecture of connections between the central themes of the public agenda and the political actors with the highest level of online visibility.

A first central cluster, defined by the high density of connections, has as its main node Romania, concentrating general themes of public interest, from regional security and relations with Iran to discussions about the role of the Army and statements by the Minister of Defense, Radu Miruță.

A second major pole is the cluster grouped around Diana Buzoianu and the Ministry of Environment, closely connected with USR, Băneasa Forest, the National Environmental Guard, and platforms like Facebook, illustrating that her visibility is supported both by the agenda regarding the protection of Băneasa Forest and by measures to introduce bodycams for Environmental Guard commissioners.

In the political-institutional area, another compact cluster is organized around Bogdan Ivan, of PSD, the Government, and the Minister of Finance Alexandru Nazare, being fueled by discussions about rising fuel prices, meetings at the Victoria Palace convened by Prime Minister Ilie Bolojan, and the debate regarding "unpopular" intervention solutions in the fuel market.

On the periphery of these nuclei, a cluster dedicated to social themes is emerging, around Petre-Florin Manole and the Ministry of Labor, connected with AUR and the Government, reflecting disputes related to the aid package for pensioners, the contestation of the budget at the Constitutional Court, and the promise of paying pensions before Easter, even at the risk of delaying "one-off" aid.

Another specialized group is that associated with Alexandru Rogobete and the Ministry of Health, linking themes such as Africa and malaria and capturing how cases of imported illnesses are media-instrumentalized to shape his profile as a manager of health risks.
