The European Union maintains sanctions for political repression in Russia until May 2027

The Council of the European Union has extended until May 28, 2027, the sanctions regime for serious violations of human rights, the repression of civil society and democratic opposition, as well as the undermining of democracy and the rule of law in Russia. The measures currently target 72 individuals and one entity, through asset freezes, travel bans, and blocking access to funds from European citizens and companies.

The Council of the European Union has decided to extend until May 28, 2027, the sanctions regime against individuals and entities deemed responsible for serious violations of human rights, the repression of civil society and democratic opposition, as well as the undermining of democracy and the rule of law in Russia.

The decision maintains in force an instrument created after the death of Alexei Navalny and in a context where the European Union asserts that the human rights situation in Russia continues to deteriorate, including against the backdrop of Russia's war of aggression against Ukraine.

In short 1. The sanctions have been extended for one year, until May 28, 2027.

2. The regime currently targets 72 individuals and one entity.

3. The sanctioned individuals and entities are subject to asset freezes.

4. Citizens and companies from the European Union are prohibited from making funds available to those sanctioned.

5. The targeted individuals are banned from entering or transiting through the territory of the European Union.

The regime sanctions individuals and entities involved in serious violations or abuses of human rights, in the repression of civil society and democratic opposition, as well as in actions that undermine democracy and the rule of law in Russia.

The measures include the freezing of the assets of those listed. In practice, this means that goods and economic resources under the jurisdiction of the European Union cannot be made available to the targeted individuals or entities.

For the sanctioned individuals, a travel ban also applies. They cannot enter the territory of the European Union and cannot transit through member states.

The Council specifies that citizens and companies from the European Union cannot make funds available to the listed individuals or entities. This component is important for the effective implementation of the sanctions regime, as it limits the access of those targeted to European financial resources.

The regime was established in March 2024, in response to the accelerated and systematic repression in Russia, following the death of Alexei Navalny. The Council indicates that the instrument allows the European Union to target not only individuals directly responsible for abuses but also those who support or are involved in these actions.

The sanctions framework also includes trade restrictions on the export to Russia of equipment that could be used for internal repression, monitoring, or intercepting telecommunications. This part of the regime aims to limit the ability of Russian authorities and associated structures to use technology against civil society and the opposition.

The Council's decision extends a separate sanctions regime, distinct from the measures adopted by the European Union in response to the invasion of Ukraine, but politically linked to the same deterioration of relations between the European Union and Russia. In the statement published on May 26, 2026, the Council asserts that the European Union remains firm in condemning human rights violations and repression in Russia.

By extending until May 2027, the European Union conveys that internal repression, attacks on democratic opposition, and the weakening of the rule of law remain autonomous criteria for sanctions, regardless of the developments in other cases related to Russia.
