The European Commission has appointed a Scientific Group and an Advisory Forum that will support the implementation of the Regulation on artificial intelligence, particularly through technical expertise for the European Office for Artificial Intelligence and national authorities.

The Advisory Forum will have a broader role. It will provide technical expertise and recommendations regarding the application of the Regulation on artificial intelligence, including in areas such as standardization and implementation challenges. Its members come from academia, civil society, and industry, including small and medium-sized enterprises and startups.

The selection of forum members also aims for gender and geographical balance, as well as a combination of competencies, including expertise in AI literacy, general-purpose artificial intelligence models, and the sectors covered by the regulation. This structure should allow for a broader analysis of the effects of the rules, not only from the perspective of large technology companies but also from the perspective of research, fundamental rights, smaller enterprises, and users.

Several European agencies and bodies will have a permanent role in the Advisory Forum. Among them are the European Union Agency for Fundamental Rights and the European Union Agency for Cybersecurity, ENISA, as well as standardization bodies. Their presence reflects the connection between artificial intelligence, fundamental rights, cybersecurity, and technical standards.

The mandate of the members is for two years. The two bodies are part of the governance architecture of the Regulation on artificial intelligence, alongside the European Office for Artificial Intelligence, the European Council for Artificial Intelligence, and national authorities. The European Commission describes this structure as a multi-actor governance mechanism intended to support a balanced application of the regulation.
