European Commission: Montenegro Could Sign EU Accession Treaty in June 2027

Montenegro could conclude its accession negotiations with the European Union by the end of 2026 and could sign the accession treaty in June 2027, the European Commission announced on Wednesday in its annual report on the bloc’s enlargement policy.

If the treaty is signed, it will have to be ratified by all 27 current member states. The procedure could allow Montenegro to formally join the EU in 2028, when the country would become the European Union’s 28th member.

The European Commission said Montenegro is the candidate country closest to joining the EU and highlighted the progress made in implementing the necessary reforms. However, the EU executive called for the pace of reforms to be maintained and for consistent support from all political parties for the country’s European path.

Montenegro has approximately 630,000 inhabitants and has been negotiating EU accession for several years. According to the Commission, Albania must continue its reforms and political dialogue to achieve its objective of concluding negotiations by the end of 2027. Ukraine and the Republic of Moldova are also among the countries at the forefront of the enlargement process.

Înainte de raportul anual, Germania a exercitat presiuni asupra Croației să soluționeze rapid disputele cu Muntenegru, avertizând că altfel ar putea fi blocată aderarea Podgoriței. Disensiunile vizau teme precum revendicări de proprietate, frontiere contestate, anchetarea crimelor de război și despăgubirea victimelor, iar Bucureștiul a oferit mediere, fără ca inițiativa să fie pusă în practică.

Separat, UE pregătea foi de parcurs pentru țări candidate precum Muntenegru, Ucraina, Republica Moldova și Albania, cu reforme și termene orientative pentru închiderea grupurilor de negociere. Potrivit planurilor, documentele ar trebui să ofere o traiectorie mai clară, menținând condiționarea în funcție de rezultate, într-un context în care războiul din Ucraina a schimbat extinderea dintr-o chestiune economică într-una de securitate.
