In December 2025, the European Commission carried out an unannounced inspection at the Dublin headquarters of the PDD Holdings group and its subsidiary WhaleCo Technology, which operates Temu in the EU. The authority claimed that the investigation into possible subsidies from outside the Union had been obstructed due to the lack of certain requested information and records (including information about the organization of activities in the EU and the IT systems used), and Temu subsequently risked a fine of up to 1% of its total turnover, depending on the company’s response and the outcome of the proceedings.
Separate from the DSA case, the European Union also announced the introduction, from 1 November 2026, of a two-euro handling fee for parcels shipped directly to consumers from outside the bloc (including orders from Temu and AliExpress), a measure that is due to come into force before Black Friday, Cyber Monday, and Christmas.
