Cătălin Drulă, the USR candidate for the Capital City Hall, stated that Bucharest, although smaller than New York, should be governed by a single city hall, similar to the New York model. He criticized the experiment of the 6 cities, introduced in 2001 by Adrian Năstase, which fragmented the mayor's authority.

Drulă emphasized that Bucharesters want an administrative reform, highlighted by last year's referendum, which called for a unique budget and urban planning. His proposal includes the implementation of referendums as the first step and, by 2028, the creation of a single Bucharest-Ilfov region with a single mayor, to maximize the potential of the Capital as a metropolis.
