A draft put out for public debate foresees sanctions for universities and academics who coordinate plagiarized doctoral theses.

The draft provides for sanctions ranging from public warnings to the withdrawal of accreditations or the suspension of the institution's right to organize habilitation thesis defense. The Ministry of Education can also monitor higher education institutions and propose their reorganization or dissolution in case of misconduct.
