This is the first change to the teaching norm since 1995 and has generated controversy due to the lack of public scrutiny to support the measures adopted. According to Law 141/2025, every teacher will be obliged to conduct these remedial training hours. Criticism was amplified by the fact that the Ministry of Education did not provide adequate reasoning for the decisions, and a requested analysis was censored.
