The Romanian government has adopted a set of legislative changes proposed by the Ministry of Finance, aimed at eliminating bureaucracy for 400,000 workplaces and expanding tax incentives for disadvantaged areas. An important measure is the introduction of a transition period until June 1, 2026, for the use of the RO e-Invoice system by taxable individuals. These individuals will not be required to use the system until that date, and those already registered can request a temporary exit from the system.
The changes include clarifying the application of tax incentives and aligning national legislation with OECD standards. Additionally, the process of tax registration for secondary offices is simplified, reducing the threshold from 5 to 1 employee. The government has repealed an article from the Tax Code that could generate risks of double taxation, in accordance with OECD recommendations.
Tax incentives for individuals in areas with natural constraints, such as the Danube Delta and the Apuseni Mountains, are maintained, and property tax will be reduced by 50%. These measures aim to increase tax compliance and streamline tax administration, thus supporting the business environment and public authorities.
