The Energy Ministry proposes that, during the 2028–2034 European funding period, the largest share of funds for the energy sector be directed toward transmission and distribution grids, digitalization and cybersecurity, the institution’s secretary general, Sorin Elisei, said.

The change in priorities is justified by the rapid development of renewable capacity and the need to strengthen infrastructure for integrating new projects. Elisei said Romania already has more than 10 gigawatts of photovoltaic capacity in preparation, as well as wind and storage projects. He believes that, starting in 2028, allocating very large additional sums for new generation capacity should no longer be a priority.

The proposal does not entail eliminating funding for generation, but rather changing its share. The ministry wants compliance with cybersecurity standards to become an eligibility criterion for energy projects, with the related costs considered eligible expenses.

Approximately two billion euros have already been committed through the Modernisation Fund for electricity grids. Non-reimbursable investments could reduce pressure on transmission and distribution tariffs.

Since August 2025, Romania has had an emergency plan that includes cyberattacks among the main risks. In the event of a major incident, Transelectrica intervenes within the first 60 minutes, while the Energy Ministry coordinates communication and the priorities for restoring supply to critical consumers, including hospitals.
