American energy companies Chevron and Quantum Capital Group are preparing a $22 billion offer to acquire the international assets of the Russian group Lukoil, which has been affected by sanctions. The offer includes refineries and over 2,000 gas stations in Europe, Asia, and the Middle East, including the Burgas refinery in Bulgaria. The transaction could benefit from the support of the Trump administration, which allowed negotiations with Lukoil until January 17.


If the offer is accepted, Chevron and Quantum Energy Partners will purchase Lukoil's foreign portfolio. Other companies, such as ExxonMobil and Carlyle Group, are also interested in Lukoil's assets, which have been affected by the sanctions imposed by the US and the UK after the invasion of Ukraine. Lukoil, which produces 2% of global oil, is seeking buyers for its international assets, valued at $22 billion.
