The Romanian Association of Online Stores (ARMO) announced that in 2025, approximately 80 million non-EU parcels will have Romania as their destination, most entering through regional hubs.
ARMO emphasizes that limiting discussions to parcels that land directly in Romania distorts reality. The organization rejects claims of a "collapse" in cargo traffic and losses from customs duties, considering that these are based on erroneous assumptions. Parcels valued under 150 euros are exempt from customs duties according to European legislation, and ARMO argues that Romania cannot lose tax revenues it has never had. Additionally, the European Union has agreed on a logistics tax that will be implemented in November 2026, to manage the flow of cheap parcels from outside the EU. ARMO calls for the rapid adoption of implementation rules to ensure predictability and uniformity in the application of this tax.
