The Prosumers Association requests the application of 0% VAT for photovoltaic systems up to 27 kW and storage batteries.

The Association of Prosumers and Energy Communities (APCE) has asked Parliament to quickly adopt a package of fiscal measures inspired by the German model, which would allow the application of 0% VAT for photovoltaic systems up to 27 kW and the associated storage batteries.

This initiative is based on Directive (EU) 2022/542, which allows member states to apply a zero VAT rate for photovoltaic installations. Germany has already implemented this mechanism, achieving positive results in increasing investments, according to an APCE statement.

APCE emphasizes the need to accelerate investments in distributed energy production and storage, considering the recent issues with drought and the vulnerabilities of the Romanian energy system.

Dan Pîrșan, the president of APCE, criticized the state's approach to investments in energy independence and announced that the organization will propose a legislative package that includes 0% VAT for various entities. APCE estimates suggest that applying the 0% VAT rate could generate investments of 614 million euros annually and contribute to reducing energy imports and increasing energy security.
