The leaderships of the medical universities in Romania consider the initiative of Prime Minister Ilie Bolojan to introduce a minimum period of practice in the country for graduates trained at the budget and doctors who have completed state-funded residency as a form of "reciprocity" for the public investment in their training and as a response to the shortage of medical personnel.

However, the rectors draw attention to the fact that such a measure must be built on solid legal foundations, respect the freedom of movement, and include flexible mechanisms, such as contracts or proportional reimbursement options, as well as adequate incentives and working conditions in deficit areas.
