The issuance of vacation vouchers in Romania recorded a drastic decrease in 2025 compared to the previous year, according to official data analyzed by the tourism industry.

The official data provided by the Ministry of Finance and centralized by the National Association of Travel Agencies (ANAT) shows an unprecedented contraction of the vacation voucher market, the most used support instrument in tourism. In 2025, the issuance of vouchers decreased by almost 64% compared to 2024, while reimbursements fell by 32%. In December 2025, out of the total vouchers issued, only a portion was reimbursed, and returns increased by over 50%. This collapse generated a budgetary saving of 250 million euros, but tourism operators draw attention to the lack of compensatory measures, without redirecting these funds towards promoting Romanian tourism. The Vice President of ANAT, Adrian Voican, warns that without an allocation of at least 25 million euros from the state's savings for promotion campaigns, 2026 could be an extremely difficult year for tourism. The relaunch of Romanian tourism depends on treating vacation vouchers as a strategic instrument, by maintaining and increasing their value, thus ensuring a constant flow of tourists and the sustainability of jobs in the HoReCa sector.
