The Romanian government has launched the online platform 'Without Paper', available at fara-hartie.gov.ro, to invite citizens to participate in the digitalization of public administration and to reduce bureaucracy.

This platform allows individuals, legal entities, and public officials to signal cumbersome procedures and redundant document requests. Deputy Prime Minister Oana Gheorghiu emphasized the importance of collecting data on the issues faced by citizens in their relationship with the state, in order to prioritize their resolution. Each report is processed and published, and citizens can track the progress of the resolution. The government centralizes the most frequent issues monthly and sends them to the competent institutions. The platform operates on modern principles of public administration, such as 'Once Only', 'Digital from the Start', and transparency. Developed with the support of the Special Telecommunications Service, the platform aims to transform reports into concrete reform initiatives, modernizing and holding the administration accountable to citizens.
